No steering lock

I just had the whole tilt wheel assy out and tightened up the bolts, no parts left over on the floor as usual. Now the steering wheel won't lock. Whaditty I do wrong?

There is a spring rod? thing that has an arm that goes into the back of the gear on the left side of the column. The one end of the spring goes down & attaches to the column by a 1/4 head bolt. The other end of it attaches to the lock pin that point to the driver. Along that rod is a part that points toward the passenger side of the vehicle. This is the part that is not correctly indexed/installed. It needs to go into the slot in the gear at the end of the shaft that is turned by the ignition cylinder. The rotation of the gear to the OFF position causes spring pressure to be applied to the lock pin.
Does this all make sense? Hopefully it does when you look at the parts in th column. If not, please ask for clarification.
