i think i have seen some early astros (pre 95) with what looks like an all steel front bumper and some that look to have a plastic top cover on them
is this true, are they from different years or trims?

I have a 91 shorty with what I think are aluminum bumpers front and rear. They could be steel though not sure. Their is no plastic trim, just a bumper.

Look through this thread. There are all different years of vans in there.

my cargo has a plain steel front bumper, it's pretty basic, i think a radio and a/c were the only options on it...i would think you could put a chrome with plastic or abs end bumper like some passenger vans have on without much hassle...

From what i've seen & owned, the earlier cargos used a basic steel front bumper,
the earlier shorty/EXT's used a wider (fatter) chromed steel front bumper using
bumperettes(some not)/upper plastic/side skirt trim.The upper/side plastic trim is bolted on
& can be removed.RS & GT's are simillar but used color match paint opposed to
chrome & used color pinstripe insert in the upper plastic.
Interchangeability is easy to do.

Reaper is right, except I'm fairly sure that all of the bumpers on 85-94 vans are the same. The visual difference is that some have more plastic added to them than others. I did use a plain bumper from a cargo van on an my 91 and added all of the plastic stuff so it would look original. I had to drill all the holes, other than that, it was easy.

This is a pic of my 94, the bumper is the same as the one in death's picture except it has a bunch of plastic bolted to it.

I saw a rear bumper on ebay last year I wanted to buy but did not have the cash. It was from Astros built for export and had mounts molded in for reverse lights. I know this doesn't answer your question, but I thought it was cool.
