Headlamp Brightness Claims

Someone help me to understand this, please.
From Sylvania's website -

[our lamps are brighter]

" ...Claims based on measured comparisons between XtraVision and Cool Blue product families at 100% light output and standard halogen bulbs at 80% light output...."

Surely I'm missing something here. Measure OUR bulbs at 100% and the competitor's bulbs at 80%. Our bulbs win.

Anyways, Sterns auto light FAQ pg is down atm, but its a good read if you want to understand the differences in the different styles of lighting.

After rereading it several times. I think what they are suggesting is that the other (80 percent) bulbs have worn. Which causes them to be at only 80 percent. More than that I cannot explain or fathom. I purchased the xTraVision bulbs last September and just recently purchased the SilverStars (not ultras). Much better light. Wish I had made that choice to begin with. Jim
