2000 Astro AWD 215 Kmiles runs great looks new one owner.
The Functional and Emissions Check passed. There are no OBD2 codes. I replaced the O2 sensors myself about 15K miles ago.
The test results states:
Visual Inspection : Tamper Functional Check: Pass Emissions Test: Pass. reason: Modified Catalytic Converter
History: I had the GM dealer in Twin Falls, Idaho install the current Cat which failed while on a road trip. That was in October of 2006.
I thought Catalytic Converters were California smog check grandfathered if installed before January 2009. I have not modified or tampered with this repair. The Smog Station says not true if Astro is 1996 or later. Can anyone confirm this?
Do I need to install a new California legal cat? I thought Fed law prevents a new cat install if the current one is ok?

You should check with CARB. Their rules, their game. Either that, or move FAR AWAY from Kalyfornyastan.
