Help please, power steering pump pulley install

Hey gents, I have a dilemma. I am currently
doing power steering work and I can't get the pulley all the way back on. I have about 1/4" more to go, at this point the pulley starts turning as I turn the large nut on the installer. With this rotation, clockwise of the nut it means that center bolt is just being worked out and the pulley is not being pushed on to shaft any further. Any ideas? Also, I mic-ed the parts prior to install and the pulley hole was 0.748 and the shaft was at 0.749. Thats 0.001 difference, does that make sence?

Hey, update, a friend recommended using a strap wrench on the pulley to assist with center bolt/wrench to prevent the pulley from turning. Well, it kind of worked. I was able to continue pressing on the pulley to less than 1/8" to go. It took two two ft. breaker bars, one on each wrench and then pow, the strap wrench rubber strap snapped. Back to the drawing board, I am still open to suggestions, thanks.

Yes, I used a strap wrench on pulley also on my 03 Astro.
Lowes has Kobalt 2 pack of strap wrenches for about $20

I also used strap wrench to hold the pulley that holds the fan. Then use 1 3/8" open end wrench to un screw fan.
