The California ON BOARD DIAGNOSTIC PLUG

MY CHEV ASTRO DOESN'T HAVE AN OBD PLUG SO THE CALIFORNIA SHOPS WON'T smog it! There's a sticker that says it's from Maryland--did the Astros there not be fitted with them?
Next can I just pick up a piece of the harness and plug it in,I think that every vehicle now has a sign under the hood has a sign thattells us that it's certified to be in California etc and this doesn't!
