That's the thing, not many people use the Search. If we had a "Fuel" subforum, a person has a better chance of going into it, and seeing the other posts about replacing a fuel pump for example, rather than starting up a new topic and waiting for answers.
And, similar to what you say, if people do complain about it being too confusing, it's easy to dump all the topics back into the main one.
