Starting issue

I own several astro cargo vans. Parts swapping is not a problem. No money limits. Problem is 96 4.3l vortec astro cargo van will not start if outside temp. is below 60 degrees F.
New mutilport fuel injected spider and almost every other part has been swapped. What controls the fuel injectors when cold? Yes spark is good at each cylinder. Fuel pressure 63 solid and holds. Fuel injector is being strobed by PCU. Vans runs good when outside temp. is over 60.. Will not start under 60. Coolant temp. switch is not it. Not the crank sensor or cam sensor. Plugs and wires switched twice. Battery is not a problem. Please help.

There are 2 coolant sensors. There is one for the dash gauge and one for the ECM. Maybe the one for the ECM is bad. Once the van has been started and is warm does it start fine?

Where are the sensors located, LIfted?

There is one in the thermostat housing and the other is on the head or intake I think. I will have to get my service manual out to verify.

OK so the temperature should be pretty similar. Which one does the ECM use?
