replaced the fan clutch, is this correct?

I replaced the fan clutch and now when the engine is cold such as first starting it each morning, the engine roars. I'm told the clutch being new hasn't worn in and will eventually disengage sooner. Being new, it runs full tilt until the fluid inside the clutch centrifically flings to the sides and disengages the fan as needed. Is this correct?
1998 Astro, 246,000 miles
