starter wiring

I got a new starter for 99 astro but does nothing. There is 12 volts to the start terminal, a red lead fusible link and black ground are attached to the other larger terminal. I tested the starter at the auto parts store and it is good. Could the fusible link be bad and how to you repair it. Do you even need that wire? the fusble link wire seems to be alright it goes into a black rubber cover leads to red wire . There seems to be a bulge under that rubber cover. Is that where its connected to the red wire?

If you are able, have a helper turn the key to the start position and check that there is 12V on the small wire on the solenoid. If there is, tap the solenoid with a rubber mallet to see if it is just stuck. Can you post a pic of the starter and wiring?

As for the fusible link, I think that is the charge line from the alternator. So you should have 3 wires there, 1 large from battery and 2 smaller ones.

ihave already done that. there is 12v there.

When I removed the starter it was dangling from the attached wires. The large positive wires were easy to remove because the nut was the same as the starter bolts 13 mm. So off they came. Now it was tangling from the purple relay wire which has a rubber boot around its crimp. Yes, the weight broke the terminal but the boot held it in place so went unnoticed till I reassembled the starter wires. Put a new terminal on and my van started right up! Btw the nut that held the relay wire was an 8 mm.
