is the lower fan cowling similar on gen 1 and gen 2 A/S?

Im missing a lower fan cowling for my 89 astro. There are only much later astros/safaris in the yard. can a much later one, like out of a 99 work in an 89? is the radiator held the same way?

They are different. The 96+ front ends are longer with more space between the fan and radiator.
