Wait are you saying that once you connected F7 on the TCCM to the VCM (thing in board of battery underhood) that 4lo started working??

I had a similar problem and ended up swapping out the encoder motor. To swap in the new, JY one I had to shift the transfer case to neutral manually - this allowed the positions on the tcase and motor to match up. Hm, can you translate what this PCM/VCM connection is all about? Should there be a wire going from the TCCM to somewhere other than the encoder motor/switch?
