Hey Folks, Long Time No See, Thankfully!
1991, bare bones cargo van with AC.
Before digging much further, the speedometer and gauges just stopped working, all at the same time. The gauges all read in the middle of their travel, except for the voltage/battery/amp gauge that has never worked or moved from all the way to the left. I already have the instrument cluster out (not as tough as expected) and have been surprised to find that the speedometer is electric, as well as the gauges? Is there a common fuse or voltage regulator for the whole cluster and is this a fairly common issue?

I Found the fuse, checked it to be good, cleaned all contacts, still no love!

Yes, with the ignition off and EVEN with the cluster fully disconnected and removed from the dash! Did the cluster die? Or is there an internal voltage regulator, relay or something inside the cluster housing that can get replaced? Possibly an external relay that controls the cluster?

Well that sounds like a faulty cluster.
There are companies that refurbish them, or you can take a trip to the junkyard.

Ah yes. '91 appears to be in the middle of a few years that nobody seems to repair! Later? Yep. Earlier? Maybe. Any that I find listed for sale have a disclaimer, something to the effect of: "functionality unknown" or similar! There's a bunch for sale on eBay, but who knows if they work or will last. You might be able to cannibalize parts from them.
I'm sure if it were possible to open up and repair then someone would be doing it.
