Isn't this a Double Negative??

I found this humorous while out doing service calls.
Technically doesn't this mean you're allowed to use an engine brake???

i knew what engine braking was, allthough when i was younger i did not and was always confused by those signs, but it still took me a while with this one. crossing out what its telling you not to do, gotta love it!
