how fancy you want your bumper most welding shops can fab a bumper.
Right now some local guy would appreciate the business.

Head to any local 4x4 off road shop who builds cages and custom suspensions. They will have the tools, knowledge and steel to do what you want. There are no other manufacturers of custom bumpers for Astro or Safari vans. I have built some things like skid plates and rock rails and have modified a Warn classic once too.
