Exhaust heat shield

I have an annoying rattle coming from the rear of the van after hunting around i found that the heat shield in front of the rear axle is hitting my exhaust system when the van is idle. It looks like the rear most weld rusted off has anyone else had this problem and how did you fix it?
I was thinking of just drilling it and popping a rivet in but that still leaves the rust to grow. this is the first time i've seen rust under there and i almost shit my pants

Remove the entire heat shield. Paint it and the surrounding area with POR 15. Pop rivot it back in place. That should keep the rust at bay for a while.
