They both work for me.

Try right-click -> save as...

or try a newer browser like Google Chrome.

is it possible that my pc does not have the proper software to open these? I even went to jasper engines and clicked on stuff and got a blank page.

It should still download.

You need Adobe reader to open the file.

I'm running linux ubuntu 8.04 and I got it...really weird that you can't download the file
