ECM Fuses

I have a '95 Awd Asro. I Drove Home last night, everything working fine. Went to start it this morning and it wouldn't fire.
Thought maybe fuel filter, still nothing. So I checked fuses and found the ecm-1 fuse blown and a new one blows as soon as I turn it to the start position without cranking the starter. Any ideas?

A off the top of my head idea is a faulty / shorted fuel pump. That fuse powers up the fuel pump.
